I have heard learned counsel appearing on behalf of the parties and perused the materials on record. This writ petition is disposed of with the direction upon the respondent no. 4 to grant an opportunity of hearing, and thereafter, pass a reasoned order on the representation dated December 27, 2019

being (Annexure-P1). The reasoned order to be communicated within a period after passing of the week.
