Therefore, following Rule 4 of the Writ Rules of this Court, I direct the petitioner to take steps for converting this matter into an Appellate Side matter and I also direct the department to take appropriate steps for converting this matter into an Appellate Side matter. Immediately after such conversion, the petitioner is granted liberty to mention the matter before the North Bengal Circuit Bench as it is a matter for the said Circuit Bench as is evident from the addresses of some of the parties.
