Respondent no.4 is not represented despite service. The petitioner seeks electricity connection for a shop-room. Learned advocate appearing for the CESC Ltd. submits that due to the obstruction from the respondent no.4, the connection could not be effected though an inspection was carried out and a quotation was also issued. The petitioner has deposited the quoted amount. It is further submitted that the petitioner requires to install a main switch to effect the connection.

It appears that the respondent no.4 is the vendor of the petitioner in respect of the relevant shop-room.

In that view of the matter, this writ petition is disposed of with a direction upon the CESC Ltd. to effect the electricity connection within a period of two weeks from date subject to compliance with all technical formalities and additional formalities, if any, by the petitioner. CESC Ltd. shall effect the connection from the existing meter board position. The Officer-in-Charge, Pragati Maidan Police Station shall render necessary assistance to the officials of CESC to implement this order. The police will be at liberty to break-open the padlock of the meter room, if required. The costs of police assistance shall be borne by the petitioner. Accordingly, WPO/174/2025 is disposed of.
