1. The petitioner has filed the present writ application praying for setting aside the communication dated 16th March, 2026 wherein the application filed by the petitioner for grant of passport was closed on the ground that twice call was made to the petitioner for correction of the name of the father of the petitioner but there was no response from the petitioner.
2. Learned Counsel for the petitioner submits that the closer letter issued by the authority is arbitrary and without considering the document submitted by the petitioner. Counsel for the petitioner submits that the petitioner has applied for grant of passport on 27th April, 2025 along with all documents i.e. Aadhar card, Marriage Certificate, PAN card and non-ECR proof. After receipt of the application, the authorities have issued two letters to bring the original documents, that is, Aadhar card, Voter ID card, Birth
Certificate, educational document and old passport. The petitioner has complied with the said by producing the document but in spite of the same the authorities have issued this impugned communication by closing the application filed by the petitioner without issuing the passport.
3. Learned Counsel appearing for the respondent has submitted report wherein it reveals that the application submitted by the petitioner was registered on 2nd May, 2025 being CA6067583568525. He submits that as per the application the petitioner has submitted Voter ID card, Aadhar card, 10+ certificate and marriage certificate. The document which the petitioner has submitted along with the application, the photocopy of the same placed before this Court and brought to the notice of this Court to the marriage certificate of the petitioner wherein the name of the father of the petitioner is recorded as Sushil Goyal and the in the certificate of Madhyamik Pariksha 2003, the name of the father of the petitioner is recorded as Sushil Goyal. Thus the authorities have given an opportunity to the petitioner for correction of the father's name of the petitioner so that the passport authority can process the file but the petitioner has not come forward for correction of the father's name of the petitioner and thus the authorities have closed the form of the petitioner.
4. Considered the submissions made by the counsel for the respective parties.
5. This Court finds that at the time of verification of the application submitted by the petitioner for grant of passport the authorities
have found that the father's name of the petitioner is recorded as Sushil Goyal in the marriage certificate and the Madhyamik Pariksha examination certificate but the petitioner has not given any explanation with regard to correction of the name of the father of the petitioner though the authorities have given an opportunity to the petitioner for explanation or to submit further document for clarification of the name of the father of the petitioner.
6. Considering the above, this Court did not find any merit in the present writ application.
7. Accordingly, writ application being WPO 136 of 2026 is dismissed.
8. However, the dismissal of this writ application will not prevent the petitioner to file a fresh application for grant of passport by disclosing all the documents. If any fresh application is filed by the petitioner along with all documents with the corrected name of the father's name of the petitioner the passport authority shall take appropriate steps for grant of passport to the petitioner in accordance with law within 3 weeks from the date of receipt of the application.
9. Accordingly, writ petition being WPO/136/2026 is disposed of in terms of the above.
