In view of the aforesaid, the suit is decreed in terms of a Terms of Settlement. Let the decree may be drawn by in terms of Terms of Settlement dated 15th December, 2021. All connected applications are disposed of accordingly.

Interim order also stands vacated.

The Department is directed to draw up and complete the decree as expeditiously as possible.
