It is submitted on behalf of the petitioner that the petitioner does not want to proceed with this matter. The petitioner seeks liberty to withdraw this application. It is submitted on behalf of the respondent authorities that the writ petition is not maintainable. In any event, the entire amount which had been furnished by way of a bank guarantee, has been encashed by the appropriate statutory authority at Patna, Bihar.

In view of the submissions made on behalf of the petitioner, GA/9/2019 stands dismissed as withdrawn.

There is no ground whatsoever for recalling of the order dated 15 February, 2016. The connected application being GA/10/2019 also stands dismissed as withdrawn. All interim orders stand vacated.
