...for the State The Court: The writ petition has been preferred with the allegation that the respondent no.6, a Judge of the Serampore Court, has not been adhering to Court hours.

However, there is no scope of interference in the writ jurisdiction, since nothing transpires from the records to indicate that any complaint in that regard has been made before the learned District Judge, Hooghly by the petitioner at any point of time. It is well-settled that the District Judge is the administrative head of the concerned Court and the petitioner having not approached the District Judge, the present writ petition cannot be entertained by this Court.

It is further recorded that the practice of impleading a particular Judge by name is strictly deprecated by this Court. It is expected that the petitioner, being himself an advocate, shall desist from doing so on future occasions. WPO/491/2024 is, accordingly, disposed of with liberty to the petitioner to approach the learned District Judge, Hooghly with the grievance as raised in the present writ petition.

No order as to costs.
