Therefore, following Rule 4 of the Writ Rules and also following a judgment delivered by this Court in WPO/373/2020 on 8th July, 2021, I convert this writ application to a matter in the Appellate Side and the Department is directed to take steps for conversion of this matter to a matter of Appellate Side.

Nobody appears for the State in this matter. As Mr. Bhaskar Prasad Vaisya who is the Additional Government Pleader with Mr. Jaydip Banerjee as his junior are present in Court today I direct them to appear in this matter.
