The petitioner's main grievance is with regard to the renewal of license of the Motor Training School, namely, Western Engineering Works, for a period of five years.

The petitioner submits that already an offline application was made before the respondent No.3 on 29.08.2025 but the same has not been processed yet. It is further submitted that, the licensing authority, being the respondent No.2, informed the petitioner in writing on 29.10.2025 that the petitioner is required to apply online through the portal "parivahan.gov.in" for renewal of the MTS Licence upon fulfillment of all other required formalities. The petitioner submits that the said letter of the department was received on 03.11.2025 and the license is going to expire tomorrow, that is, 05.11.2025.

The Counsel for the State submits vide letter dated 29.10.2025 it has already been informed to the petitioner that subject to compliance of all formalities if an application is made through approved online portal, the same shall be considered. There is no provision for accepting any offline application.

The state respondent further submits that the portal is still open and the petitioner can file the application through online to the prescribed portal in course of today.

After hearing the learned Counsel for the parties and upon perusing the materials available on record, I find that there is an urgency in this matter since the time to renew the licence shall expire on 05.11.2025. I direct the petitioner to file an online application through the portal "parivahan.gov.in" within three days upon payment of requisite fees and in compliance of all other formalities.

The State respondent shall consider the application and if found to be in accordance with law then the state respondent shall forthwith take necessary steps to expedite the issue, preferably within a week. The writ petition stands disposed of.

Since no affidavit is called for, the allegations, if any, in writ petition shall not be deemed to have been admitted by the respondents. The letter dated 29.10.2025 placed before this Court be kept with the record.
