In view of the fact that these writ petitions are not maintainable in view of the judgments of the Hon'ble Supreme Court in L.Chandra Kumar vs. Union of India and others (reported in 1997) 3 SCC 261 and the Full Bench of the Hon'ble Calcutta High Court in Awadesh Singh vs. Union of India reported in (2013) 3 CHN 407 (FB), these writ petitions are disposed of with liberty to the writ petitioners to approach the Central Administrative Tribunal.

The time spent in this Court shall not stand in the way for the writ petitioners to claim appropriate relief and/or similar relief before the Tribunal.

I make it clear that I have not gone into the merits in the matter.

This order shall not prevent the respondent authorities to consider the prayer of the writ petitioners to consider their length of service rendered in both the Andaman Public Works Department and in the Secretariat for the purpose of financial benefits.

These writ petitions are disposed of with the above observations; however, there shall be no order as to costs. 6.

Urgent certified photostat copy of this order, if applied for, be supplied to the parties upon compliance of usual formalities.
