The affidavit-of-service as stated by the learned counsel for the petitioner will be filed in course of the day.

The learned counsel for the official respondents is present. The learned counsel for the writ petitioner has drawn the attention of this Court to the order dated June 12, 2025 passed in WPA/223/2025 whereby Hon'ble Coordinate Bench had given thirty days time to the private respondents herein (the writ petitioner in WPA/223/2025) to file the appeal before the Lieutenant Governor, but till date the present writ petitioner did not receive any information whether such appeal was filed from the side of the private respondents or not, pursuant to the liberty granted by the Hon'ble Coordinate Bench by its order dated June 12, 2025.

Ms. Babita Das, learned counsel for the official respondents has left the matter to the discretion of this Court, since she has no information regarding the pendency of any

appeal. However, she has fairly submitted that the prayer (a) of the present writ petition can be allowed.

As the private respondents are not here, I think that if prayer (b) is allowed it will not prejudice anybody. Accordingly respondent No.1 is directed to dispose of the appeal, if any, filed by the private respondents (namely Shri. Shyam Lall, Shri Narayan, Shri. Jag Narayan, Ms. Prem Kumari, Ms. Narayan Dei, Shri. Bhagat Ram, Shri. Deep Narayan, Smti Tarika) herein in accordance with law within six weeks from the date of communication of this order and also after affording opportunity to all stakeholders.

With this direction the writ petitioner is disposed of. (Apurba Sinha Ray, J.)
