Accordingly, the prayer for withdrawal is allowed. The writ petition is dismissed as withdrawn.

Dismissal of the writ petition shall not preclude the writ petitioner to approach the appropriate forum for the selfsame relief and if such approach is made the said authority would decide the same independently without being influenced by the fact that the writ petition was withdrawn.
