Upon hearing both the parties, I am of the view that this matter can be disposed of with a direction upon the Tehsildar, Port Blair Tehsil to carry out an investigation in the matter, grant an opportunity of hearing to both the writ petitioner and the private respondent and thereafter pass a reasoned order in accordance with law.
