Learned counsel appearing for the licensing authority files an affidavit-in-opposition and a copy thereof is taken on record.

The petitioner in the instant case prays for a writ of mandamus directing the respondent to grant a fresh electricity connection against an online application being Annexure P 2 at page 11 which has been submitted on 13.03.2026. 3.

The learned counsel appearing for the respondent authorities submits that a field inspection has been carried out on 20.04.2026 and observed that the earthing and internal wiring has not been completed as per the mandatory norms of the Joint Electricity Regulatory Commission (JERC). 4.

In view of the above the petitioner is directed to complete the entire wiring and earthing and communicate the same to the licensing authorities.

Upon receipt of such communication the respondent No. 2 shall consider and dispose of the application for a new electricity connection within a period of four weeks thereof and shall pass a reasoned order in accordance with law upon

affording opportunity of hearing to the petitioner and other stakeholders, if any, and communicate such decision within a week thereafter.

The Licensing Authority shall be at liberty to cause a further inspection, if any, within a period of two weeks from the date of communication by the petitioner to ascertain the wiring and earthing of the premises in question before taking a decision for providing new electricity connection. 7.

However, it is made clear that, if the authority concerned is satisfied with the conditions required for providing fresh electricity connection, the same shall be granted forthwith, preferably within a period of ten days upon payment of all requisite fees.

The writ petition is disposed of without going into the merits of the case.

Urgent photostat certified copy of this order, if applied for, is to be given to the parties on priority basis on compliance of all legal formalities.
