It is his submission that there was no concluded contract. The issue is disputed by the learned senior counsel for the respondent-Administration. Thus, this Court leaves it open for the petitioner to assert his claim in appropriate forum, or before the authorities, if he chooses to do so. The writ petition and the connected application are accordingly disposed of.
