The Assistant Engineer, Shaheed Dweep is added as party respondent, since he is a necessary and proper party to the proceedings and will consider the application of the petitioner. Mr. Mishra appears for such party. The respondent authorities are directed to dispose of the said application in accordance with law by July 15, 2026. With the aforestated directions, the writ petition is disposed of.

There shall be no order as to costs.
