It is now settled law that an occupant of a property is entitled to electricity connection irrespective of his status in law in so far as his occupation is concerned. One may refer to the Full Bench decision in the case of Abhimanyu Mazumdar vs. The Superintending Engineer reported at AIR 2011 Cal 64.

Accordingly, I dispose of this writ petition by directing the respondents to process the writ petitioner's application for electricity connection and provide such connection unless there is some bar in law or there are some other compelling reasons for not allowing the application for electricity connection, subject to the writ petitioner complying with all necessary formalities.

The exercise should be completed within a period of eight weeks from date.

WPA/373/2024 is disposed of accordingly.
