The livelihood of the petitioner is presently sought to be curtailed by way of certain directions issued from time to time. In my view, ends of justice would be sub-served by requiring the authorities to consider and decide the representation dated July 29, 2025 of the Tribal Council as expeditiously as possible.

Justification for non disposal of the representation by the Administration is that, the petitioner filed writ petition within a short period of time from the date of the representation. As noted above, representation is not at the behest of the writ petitioner.

Be that is it may, since, the disposal of the representation dated July 29, 2025 is likely to impact the petitioner, it would be appropriate to request the respondent no. 2 to consider and decide such representation, in accordance with law, after a

reasonable opportunity of hearing to the petitioner as also to the person who made the representation.

Respondent no. 2 is at liberty to hear such other parties and consider such documents as he deems appropriate. Respondent no. 2 will pass a reasoned order which he will communicate to the parties he heard forthwith thereafter. It is expected that the entire exercise is completed within a period of four weeks from the date of communication of this order.

There is another representation for grant of trade licence made by the petitioner which is pending consideration. Respondent no.2 again will consider and decide such representation for grant of trade licence, in accordance with law, after affording the petitioner an opportunity of hearing. He will pass a reasoned order which he will communicate to the petitioner forthwith thereafter. Respondent no. 2 will complete the entire exercise within a period of four weeks from date. WPA/360/2025 is disposed of without any order as to costs.
