Mr. Mishra, learned advocate for the respondents submits that temporary connection cannot be given as per rules. Learned advocate for the petitioner has handed over an application dated October 8, 2025, in court, which is an Online application bearing No.34966. It is submitted that the application has been filed for new domestic connection of permanent nature.

Under such circumstances, the writ petition is disposed of directing the authority to consider the application in accordance with law. If it is found that the petitioner is in possession of survey plot no.1/P at Junglighat Fisheries Colony, connection shall be given to the petitioner without petitioner claiming any equity in respect thereof. The authority shall grant connection only upon being satisfied that the petitioner is in possession of the plot in question. The petitioner will comply with necessary formalities, including payment.

This order or grant of connection shall not be construed as an opinion of the court with regard to right, title and interest of the petitioner in respect of the plot in question. As no affidavit-in-opposition has been called for, the allegations made by the petitioner are deemed to be denied.
