Although affidavit of service is filed, none appears for the respondents/the Port Blair Municipal Council. It is submitted that the petitioner has prayed for providing water connection in respect of the land and house, particulars whereof are stated in the writ petition. It is submitted that the appropriate authority to take a decision is the respondent no.3, the Assistant Engineer (Water Section), Port Blair Municipal Council, Port Blair Tehsil, South Andaman. Having heard the petitioner and considering the materials placed, it is directed that this writ petition along with its annexures be treated as a representation to be considered by the respondent no.
