She would submit that proclamation has been issued by this Court to non-consenting parties. Some of them have been served and some of them have not been served as informed by her. Some packets have also been returned. She would submit that in respect of some of the non-consenting legal heirs, their addresses are not known. Hence, she persuade the Court to allow her substituted service to serve these legal heirs. Necessary compliance shall be effected in view of this order.
