According to the petitioner in relation to charge No.1, the transfer order referred in said charge was issued as per direction of his superior officer (Block Development Officer). In relation to second charge, according to him, he has not taken post facto approval. Both the explanations have not been considered by the First Authority and the Appellate Authority.
