Pursuant to the earlier compliance report dated 7th October 2025, the learned AGP has tendered the Compliance Report on behalf of Respondent No. 6, with respect to 19 Boards. Another Compliance Affidavit dated 18th December 2025, is tendered before this Court, stating that 9 Mathadi Boards have been constituted with reference to which the Compliance has been done. 2.
In view of the above, the following Petitions pertaining to the Sangli Board, Kolhapur Board, Dhule-Nandurbar Board, Nagpur-Wardha Board, Solapur Board, Jalgaon Board, Chhatrapati Sambhajinagar Board, Chandrapur-Gadchiroli Board, Ichalkaranji Board, and Satara Board, need to be transferred to Kolhapur Circuit Bench, Aurangabad Bench and Nagpur Bench,

Therefore, with the consent of the parties, Registry is directed to transfer all those Writ Petitions in which the Mathadi Boards pertaining to Sangli, Satara, Kolhapur, Ichalkaranji and Solapur have been constituted, to the Kolhapur Circuit Bench. The Petitions pertaining to the Mathadi Boards from Dhule, Nandurbar, Jalgaon, Parbhani, Hingoli, Nanded, Jalna and Ahmednagar Districts, shall be transferred by the Registry to the Aurangabad Bench.
Insofar as the Petitions pertaining to the Mathadi Boards for Nagpur, Wardha, Chandrapur and Gadchiroli Districts, Registry shall transfer the same to the Nagpur Bench. 4.
By the Compliance Report dated 18th December 2025, the learned AGP points out that the Mathadi Boards for 08 Districts are yet to be constituted, which are as under: a) Ratnagiri and Sindhudurg District Mathadi and Unprotected Workers Board.
b) Nashik District Mathadi and Unprotected Workers Board, (Lasalgaon).
c) Latur-Dharavi District Mathadi and Unprotected Workers Board.
d) Beed District Mathadi and Unprotected Workers Board. e) Amrawati District Mathadi and Unprotected Workers Board. f) Bhandara-Gondiya District Mathadi and Unprotected Workers Board.
g) Yavatmal District Mathadi and Unprotected Workers Board and h) Akola-Washim-Buldhana District Mathadi and Unprotected Workers Board.

The learned AGP submits that, such 8 Mathadi Boards could not be constituted because of lack of Applications/Nominations and the weak response to the advertisement published by the State Government calling for nominations/applications. He seeks further liberty to initiate steps for constitution of these Boards as this Court may direct. 6.
We find that the Single Member Board constituted under Section 6(A) of the Maharashtra Mathadi, Hamal and Other Manual Workers (Regulations of Employment and Welfare) Act, 1969 (for short "Act 1969"), is already holding office. 7.
We record that wherever the Boards are constituted, the
said Boards would exercise powers duly vested in them under the Act, 1969. The one man Board would, therefore, stand desolved in such districts where the Boards have now been constituted. 8.
In view of the above, for the purpose of constituting the 8 Boards which could not be constituted due to the weak response, we permit the State Government to follow the same procedure as was directed earlier by issuing a fresh advertisement in widely circulated English and Marathi Newspapers in the respective jurisdictions of the said districts within the same timeline as was earlier granted. Until, such Boards are constituted, the one man Board would continue only to the extent of such Boards which are yet to be constituted and for a period of 90 days, within which period the State Government would complete this exercise. So also, we expect the State Government to ensure that the provisions of the Act, 1969 are scrupulously followed, and the Constitution of the Board shall be strictly in accordance with the provisions thereunder. 9.
In view of the above, the remaining matters which are before this Court, would be retained for recording stage-wise compliance of the above directions, on 6th February 2026 at
3.00 pm. We clarify that stage-wise observation of the progress made in deference to the above directions, would be continued until all these Benches are constituted.

The State Government shall accordingly tender its Compliance Report stage-wise on the next date of hearing, in the following matters:- i.

The above Petitions would be listed for a hearing on 06th February, 2026.
