On the last occasion, precise factual position in the form of an affidavit in reply had been called upon from the State. Such affidavit has been filed on November 25, 2025.

None appears for the Petitioners today.

It is seen from the affidavit in reply that the delegation to the officer concerned was indeed effected by an order dated August 1, 1996. It is seen that the delegation is made to the Assistant Collector and SubDivisional Officers, who are also in the rank of Assistant Collectors. 4.
