The Petitioners have raised an objection as to the seniority list maintained by the Respondent -Management. It is their grievance that the Education Officer, who is permitted to decide this dispute under Rule 12 of the Maharashtra Employees of Private Schools (Conditions of Service) Rules, 1981 (the MEPS Rules, 1981), is not deciding the same and in fact has communicated to the Respondent - Management that he would not look into the same. 2.

Under Rule 12 of the MEPS Rules, 1981, the Education Officer performs quasi judicial function and the petition challenging to the order passed by the Education Officer will pertain to the
