DATE : 23 AUGUST 2024 P.C. :- The Petitioner has challenged the order of the Scrutiny Committee, Konkan Division, Thane passed almost two decades ago on 31 March 2005 by filing the Petition in the year 2024. Merely because the impugned order is claimed to be an ex-parte order is not sufficient explanation, especially when the Petitioner is also terminated from the service long time ago in July 2005. That a representation is made by the Petitioner in the year 2020, can hardly be considered as an excuse for the delay.

In view of unexplained gross delay and latches, we are not inclined to exercise the writ jurisdiction. The Writ Petition is accordingly rejected.
