The Petitioner claims to have been appointed on the post of Shikshan Sevak, pursuant to an advertisement, which was published on 18th May, 2017 in daily 'Kirat' newspaper. The proposal seeking approval to his appointment is still pending. 2.

Considering the above, this Writ Petition is disposed off with a direction to Respondent No.5, to consider the proposal on its merits and carry out a meticulous inquiry into the manner of SUNNY THOTE

40-WP-10200-2024-(C).odt publishing of (i) the advertisement including (ii) whether, the newspaper in which the advertisement was published, has a large circulation or is approved by the Government, (iii) whether, the procedure prescribed in law for selection and appointment was followed and (iv) whether, prior permission of the Education Officer was obtained. We make it clear that we have not expressed any view on the claim of the Petitioner or the Management. 3.
