Amounts unpaid by a private Education Society, are sought to be recovered by preferring this Writ Petition. Similarly, the refusal of the private Society to apply the 7th Pay Commission recommendations and make payment of pay-scale accordingly, is the grievance voiced.

The aforesaid grievances can be advantageously considered by the Grievance Redressal Committee (GRC) formulated under Section 79 of the Public Universities Act, 2016. Even if the Petitioner may not be in the employment of the Respondent Private Institution today, the dispute relates back to the service conditions as applicable to the Petitioner while discharging duties with the Respondent College. Hence, the Grievance's Committee would look into the grievances raised by the Petitioner. 3.

The learned Advocate for the Petitioner submits on instructions that the Petitioner would prefer an appropriate proceeding before the Grievance Committee. Considering that the 7th Pay Commission would actually come to end by 31st December, 2025 and would be succeeded by the 8th Pay Commission effective from 1st January, 2026, he prays for an expeditious decision at the hands of the Grievance's Committee.

This Petition is disposed off with liberty. We expect the Respondent No.6 University to deal with the grievances of the Petitioner as expeditiously as possible and preferably within a period of 120 days from the date of the lodging of the grievance.
