Rule. Rule is made returnable forthwith. With the consent of the parties, heard finally.

In this writ petition, which has been filed as Public Interest Litigation, the petitioner seeks to quash and set aside the impugned order dated 21st November, 2022 by which the Deputy Collector, Satara, disposed of the complaint made by the petitioner against the respondent no.4 in relation to grant of contract.

Admittedly, the notice inviting tender was issued on 4th March, 2021. The respondent no.4 was awarded the contract

5-PIL-13-2024.doc on 15th December, 2021 for the all Integrated Civil Facility (Sety) for Karad, Patan, Phaltan, Man and Khataw of District - Satara. Thereafter on 4th July, 2022 the work order was issued in favour of respondent no.4.

The petitioner has not participated in the process of tender. After a period of three years from the date of issuance of notice inviting tender, this PIL has been filed, which apparently suffers from unexplained delay and laches. 5.

At this stage, it is stated that an inquiry by the Divisional Commissioner is initiated against the respondent no.5. 6.

Be that as it may, we dispose of the PIL with the liberty to Divisional Commissioner to conclude the inquiry, if any, pending before him, expeditiously.
