For the reasons assigned in the Application, which are supported by an Affidavit, a case for substituted service by way of paper publication is made out.

Thus the Application stands allowed in terms of prayer clause (a). The Applicant is permitted to serve Respondents in the Interim Application (the original Petitioners), by way of substituted service in the nature of paper publication in the newspapers, namely, Indian Express (English) and Prabhat (Marathi).
