The learned AGP on instructions states that he will appear for the Respondent Nos. 1,3 and 4. We note this stand taken by the learned AGP on instructions as the impugned order issued by the Respondent No.3 states that the Petitioner is not a government servant. It is not explained as to if the Petitioner is not a government servant, what is the status of the Petitioner.

The learned Counsel for the Petitioner has drawn our attention to the pleadings in the Petition, more particularly, paragraph 25(a). The Respondent No.3 will file reply affidavit in this regard.
