The petitioner claims that inspite of having made a Reference Application under Section 18 of the Land Acquisition Act, 1894 way back in the year 2006, it has not been forwarded by the Land Acquisition Officer to the Civil Court concerned and inspite of repeated applications reminding the authority to forward the reference, there has been no response.
