The grievance of the petitioner is that despite directions being issued by the Chief Executive Officer, Zilla Parishad, Ratnagiri, the respondent no.3-Block Education Officer, Mandangad has not taken any steps to countersign the School Leaving Certificate of the daughter of the petitioner.

Leave granted to correct the description of respondent nos.2 and 3 as well as to add Zilla Parishad, Ratnagiri, through it's Chief Executive Officer, as respondent no.4. Amendment be carried out forthwith. 3.

Thereafter, issue notice to the respondents, returnable on 1st February 2024. Learned AGP waives notice for respondent no.1-State. Other respondents be served by all permissible modes. 4.

In the meanwhile, respondent nos.2 and 3 shall take further steps in accordance with the directions issued by the Chief Executive Officer, Zilla Parishad, Ratnagiri on the communication dated 30th September 2023 (page 59 of the writ petition).
