The learned Advocate for the Petitioner submits that pursuant to the Advertisement No. TMS/HRM/01/2023 for the post of 'X-ray Technician', published in January 2023, 48 candidates applied. Only 1 post was available. Out of 48, 47 candidates did not turn up and the Petitioner was the sole candidate. He passed the exam at stages 1, 2 and 3. He was the only candidate to be interviewed. He received a rejection letter dated 16th November 2024 for the reason "due to not meeting essential qualification".
