The learned Advocate for the Petitioner submits, on instructions, that page No. 40 is a complete proposal. Earlier, certain objections were raised by the Competent Authority. Page No. 40 is the communication dated 3rd June, 2024 and, according to him, the proposal is complete.

In view of the above, we direct Respondent No.3 to deal with the said proposal strictly in accordance with the law and the Rules/ Policies applicable.

If the proposal is found to be deficient, Respondent No.3 is at liberty to pass an order of rejection. If the proposal is complete in all respects and the concerned Officer concludes that approval deserves to be granted, an appropriate order be passed. 4.

Let this exercise be completed, within a period of 60 days from today.

With the above direction, this Writ Petition is disposed off.
