Learned counsel for the petitioner makes grievance that though he could not have been a complainant, he was wrongly shown as a complainant in the order passed by the Chief Executive Officer. Learned counsel for the respondent refused the said contention. 2.

It is the contention of the learned counsel for the petitioner that without giving opportunity of hearing, order came to be passed by the CEO. This Court finds it necessary to go through the original file. Hence, respondents to produce the file of the proceedings conducted before the CEO as well as Divisional Commissioner for the perusal of this Court. 3.
