According to the petitioner, initial resolution was for appointment of petitioner as full time headmaster. Accordingly, principal appointment of petitioner as headmaster was issued and subsequently the word "in-charge" was inserted in the resolution and proposal to that effect was sent to the education officer for transfer.

Learned AGP, Mr. Y. D. Patil, waives service for respondent Nos. 3 and 4.
