The petitioner in paragraph 10 of the writ petition stated thus:

"10. The Petitioner states that, in the proceeding before the Respondent No.1, no notices were issued to the Petitioner neither the same is been recorded in the impugned order." 2.

The statement in paragraph 10 is accepted. Based on said statement, issue notice to respondent No.4, returnable on 3 April 2024.
