We find that the pleadings as also the petition is incomplete. The building permission/plans as approved by the Collector are not placed on record. Merely NA permission is placed on record. 2.

We would accordingly direct the petitioner to place on record building permission, sanctioned plans as also necessary orders to show that the Collector is an appropriate authority under section 44 of the Maharashtra Regional Town Planning Act, 1966. Let the amendment to the petition to that effect be carried out within one week from today and the amended copy of the petition be served on the other side well in advance.
