An appeal filed by the person having no legal right, the SubDivisional Officer has cancelled the certificate issued in favour of the petitioner without giving opportunity of hearing and without even making petitioner as a party to the appeal. Based on an order dated 19 January 2024 passed by the the Appellate Authority, the Director of Education has passed an order on 27 February 2024 directing the institution to terminate petitioner's services in which the petitioner is working. Both the orders are in breach of principles of natural justice and are in breach of settled

Hence, arguable questions are raised. Hence, Rule. 4.

During pendency of the present writ petition, order dated 27 February 2024 and order dated 19 January 2024 shall remain stayed.
