Heard learned counsel for the parties. Petitioners - Employees working with their respective Respondent Managements are seeking direction to above Respondent Authorities to decide their pending proposals for approvals of their respective posts. Learned counsel for the Respondent Nos. 6 & 7 in W.P. No. 1806 of 2022 states that there is no internal dispute in the Management Trust / Institute and they are supporting the cause of the Petitioner. In rest of the petitions, learned counsels for the Petitioners state on instructions that there is no internal dispute in the respective Management Trust / Institute and they are supporting the cause of the Petitioners till today. We proceed on the basis of said statements.

It is submitted that the Respective Educational Institutes have submitted proposals which are pending since long time. 3/4

In view of said pendency of the proposals, the respective Respondent Authorities are directed to communicate their proposed grounds of rejection/s to the respective Respondent/ Educational Institutes, if any, within a period of 3 weeks from today. The respective Respondent/Educational Institutes shall thereafter submit their explanation/s to the proposed grounds of rejection, along with supporting material including caselaws, orders of this Court, GRs etc, if relied upon. 5.

The respective Respondent Authorities are thereafter directed to decide within 8 weeks, the pending proposals of the Petitioners by dealing with the explanation/s and material submitted by the Respondent/Educational Institutes and pass reasoned orders. 6.

We have not expressed any opinion on the Petitioners' proposals and the same shall be decided on their own merits in accordance with law. Needless to mention that if the respective Respondent Authorities proceed to grant approvals as prayed, the aforesaid procedure/directions will not apply and necessary consequential benefits/orders will follow. 7.
