The issue in the present case pertains to the applicability of the circular issued by the State Election Commission dated 15th October 2016, describing the election expenses to be tendered in particular format. According to learned Counsel appearing for the Petitioner there is no dispute as regards the election expenses TALLE SHUBHAM ASHOKRAO accounts being tendered and only dispute is as regards the format not being as prescribed by the circular dated 15th October 2016.
