1. Let the copy of the petition be served on Mr. Venegaonkar who appears for the Union Territory of Dadra and Nagar Haveli, Daman and Diu. Mr. Venegaonkar to take instructions as to why a reasoned order ought not to have been passed in deciding the petitioner's application.
2. The grievance of the petitioner is that the petitioner applied for appointment as a Notary, however, the petitioner's application has remained to be undecided and/ or no specific order has been communicated, even to reject this said application.
3. In our prima facie opinion, a reasoned order would be required to be passed in deciding the petitioner's application.
4. Mr. Venegaonkar would take instructions.
5. Stand over to 1 April 2025 (HOB).
