The impugned order passed by the Education Officer states that the Petitioner, as a head of the school has not processed the pension papers of some of the employees and that is the reason why the pension papers of the Petitioner have not been processed. Apart from the question whether these two factors can be linked, the question would still arise whether the Petitioner has deliberately not processed the pension papers of other employees.

Learned Counsel for the Petitioner submits that the relevant papers are not with the Petitioner and they have been returned to the akn 1/2
