In all these matters, the grievance of the Petitioners is that their proposals for grant of approval to their appointments as Assistant Teachers in the Unaided / Aided Section of the school, are pending with the concerned Officer. Some of the proposals are pending since 2016 onwards. They seek a direction to the concerned Authority to decide the proposals, expeditiously. 2.
The learned Advocates appearing on behalf of the Zilla Parishad / the AGPs appearing on behalf of the Education Officer Secondary, submit that as the proposals are pending for a long time, there is a possibility that some of the proposals may have already been decided. The learned Advocate for the Petitioners submits that none of these Petitioners have been served with any orders that may have been passed.

In view of the above, all these Writ Petitions are disposed off with the following directions to the Education Officer Secondary / Education Officer Primary :-
(a) The pending proposals shall be taken up expeditiously by these Authorities and by following the due procedure laid down in law, they shall conduct a meticulous verification exercise of the records available and after giving an opportunity to the Management to remove deficiencies, if any, a reasoned order shall be passed in each of these proposals, if not already decided, within a period of 120 days from today. We caution the Authorities that they should start implementing this order expeditiously and we will not grant them extension of time.
(b) In the event any orders have been passed, copies of the said orders shall be served upon the Management and the Petitioners, within a period of 21 days from today by Speed Post (AD). (c) If adverse orders have been passed or if they are passed within the timeline granted by this Court, the aggrieved parties are at liberty to avail of a remedy as is permissible in law. (d) In the event any proposal is accepted, further steps for grant of Shalarth ID shall be initiated expeditiously. (ASHWIN D. BHOBE, J.) (RAVINDRA V. GHUGE, J.)
