The service of the Petitioner has been approved. The said approval is intact, is a solemn statement made on instructions by the learned Advocate for the Petitioner. The learned AGP submits that he has not been instructed to state as to whether the said approval has been disturbed.

There is no dispute that this Court has concluded vide Judgment dated 21.01.2022, delivered in Writ Petition No. 8881 of 2021 and connected matters(Abhijit Ashok Waje & Ors. v/s. State of Maharashtra & Ors.), that once the approval to the appointment of a Talwalkar
29.WP7554.2024.odt candidate has been granted, the Shalarth I/D, which is actually a mode of making payment of salaries, has to be allotted to the said candidate. If the approval is not disturbed, allotment of the Shalarth I/D code cannot be refused.

In view of the above, we direct Respondent No. 4 to consider the proposal of the Petitioner and grant a Shalarth I/D within 21 days from today. Needless to state, the Petitioner would be entitled for all arrears of unpaid dues as well as regular salary payments through the Shalarth I/D. The arrears shall be calculated by following the due procedure laid down in law and the same shall be paid to the Petitioner within 60 days from today. Payment of monthly salary shall commence from the pay day in March, 2025.
