In view of the above, we direct Respondent No. 3 that if the proposal is already pending with his office, he would follow the due procedure laid down in law and would arrive at a reasoned decision within a period of 45 days from today. In the event, the proposal has not reached his office, the same would be decided as directed above, within a period of 60 days after receiving the proposal in his office. 4.
