It is submitted by the learned counsel for the petitioner that the determination of market value ought to be on the basis of the initial application dated 4th July 2011. This is in view of the Government Resolution dated 8th September 1983. By the impugned communication, the petitioner had been called upon to pay the consideration as per the market value prevailing in 2023-24.
