It is submitted by learned counsel for the petitioner that on 25th September 2019 building permission was granted by the office of the Assistant Director of Town Planning. On the ground that the commencement certificate was not obtained within a period of four years, the petitioner was called upon to pay an amount of Rs.13,532/-. However, without considering the aforesaid communication, compounding charges at an exorbitant rate are now being demanded from the petitioner.

Issue notice to the respondents, returnable on 2nd August 2024. Learned Assistant Government Pleader waives notice for respondents.

In the meanwhile, no coercive steps be taken to implement the communication dated 16th May 2024.
