The learned counsel for the Petitioner seeks time. By filing a petition in June 2024, notification dated 4 June 2021 is challenged. There is no explanation for delay which amounts to laches unless satisfactorily explained. The petition could have been dismissed on this ground alone. By way of indulgence, stand over to 12 August 2024.

It is open to the Petitioner to file additional affidavit explaining the delay.
